Make A Payment
The Village of Prospect provides multiple methods of payment such as:
Cash Check Money Order Credit Card
Online Payments can be made via the QR Code Image Link.
A 3% service charge is automatically added to each payment with the use of a debit or credit card online, over the phone or within the Village Office.
New Customer Accounts
The Village of Prospect provides utility services such as Electric, Sewer and Trash for the Village and Township residents (varying amenities upon your property’s location).
All Electric & Sewer bills are due at the close of business on the 15th of each month.
Thereafter, payments will be considered delinquent and a 10% penalty will be added to the amount. Should the 15th fall on a Saturday, Sunday or a Legal Holiday, bills will not be considered delinquent until the end of the following business day.

All new residents are required to pay a $175 security deposit.
All new commercial accounts will be reviewed by the Village Administrator and deposit charges will be determined upon request (commercial apartments included).
After the first 12 months of no late or delinquent payments, the property owner can request to have their security deposit reimbursed.
Any account that has been discontinued because of non-payment will be considered a new account and deposit charges apply.
All customers must contact the Village Office at the time of moving out of their current residence to finalize their account.
Sewer Account/ Floodplain Information
According to Ordinance 1484 Section #4: All improved properties will be charged even if vacant.
Charges may be waived for property owners upon presentation of a valid latter of credit, issued by the previous electric company.
Deposits will be refunded to any customer requesting termination of service, providing all monies owed to the Village have been paid in full.

Payment Plan Agreements
Weekly and bi-weekly agreements are offered to customers who are having difficulty meeting their payments.

Budget Billing Program
Customers must be current on their account for eligibility of this program and must pay their budgeted amount by the 15th of each month or be removed from the program.
(This policy is due to customers who do not pay monthly and avoid penalty charges that regular account customers must pay.)The Budget Billing Program is reconciled every August and all budgeted accounts will be renewed each year at this time.

Ohio Heartland Community Action Commission (OHCAC)

Home Energy Assistance Program (HEAP)
The HEAP Program is a federally funded program designed to help low-income Ohioans with their winter heating bills. The program runs from July 1 to March 31.
Winter Crisis Program (WCP)
The WCP provides financial assistance to income-eligible households that are threatened with disconnection of their heating source; have already had service disconnected; need to establish new service or pay to transfer service; or in the case of bulk fuel customers, only have 25 percent or less of the tank’s fuel capacity on hand. The WCP program year runs from November 1 to March 31. OHCAC has until April 15 to finish processing incomplete or pending applications.
Summer Crisis Program (SCP)
The SCP provides financial assistance to income-eligible households determined eligible by the current SCP State Issued Grant Agreement, Exhibit 1, Scope of Work. The SCP program year runs from July 1 to August 31. OHCAC has until September 15 to finish processing any incomplete or pending applications.

Utility Assistance
In addition to completing a PRC Application, you will be asked to provide proof of household income, expenses and other necessary information. If you need help getting any documents please notify the agency. Please write your name and case number (if available) on your documents.

The Veterans Service Commission provides short-term basic living needs to eligible veterans, spouses, dependent children and widows on a temporary basis.
